Abstract:
Since the formation of the Union between Tanganyika and Zanzibar in 1964, one of the most controversial bone of contentions affecting the Union is the issue of Financial Arrangements between the two, formerly independent and sovereign states. In other words, the Union of twoGovernments with separate economic and financial management authorities has continued to be a polarizing factor in the effective conduct of the financial relations between the two states.
Mr. Msellem Khamis Msellem, a renowned Zanzibari economist/financial analyst and a former senior executive in the Ministry of Finance and Economic Affairs of the Zanzibar Government, will give a lecture on this long-standing thorny issue affecting the smooth running of both the Union and Zanzibar governments. In the course of his presentation, he will also provide some answers towards a better financial mechanism and arrangements for the two governments that will improve the situation.
