Subject:"Can Zanzibar Sustain Its Economy In or Outside the Union?"
Abstract: Since the inception of the Union between Zanzibar and Tanganyika in 1964, Zanzibar has continued to rely heavily on the Mainland towards the financing of the Union matters, such as Foreign Affairs and International Cooperation, Defence and National Security, Police, Higher Education, etc. As a result, a number of Zanzibari politicians/technocrats have continued to raise some concerns over the ability of Zanzibar to effectively manage not only its own economy in terms of financing the non-Union matters that are already within its jurisdiction, but also in terms of some of the Union matters that will be placed in its jurisdiction, such as the possible establishment of its own State Bank, International Cooperation, Higher Education, etc., in the event of the establishment of three government structure or the likely hood of the dissolution of the Union altogether.
In trying to come up with answers to some of these concerns, MsellemKhamisMsellem, a highly reputed Zanzibari economist, will examine the economic and financial relationship between the two Partner States since the Union, with the view to assessing the Zanzibar economic viability not only in terms of its ability to manage its economy effectively, but also in terms of its ability to undertake its financial responsibility as an equal Partner State in and/or outside the Union.
